Welfare Reform Research Paper Example | Topics and Well Written Essays - 1250 words

Welfare Reform - Research Paper Example For most of our jobless countrymen, welfare checks provide the means to continue to purchase life giving food as sustenance in their daily lives. However, the economic hardships that have befallen our local governments have forced its leaders to rethink and reform the local welfare laws in order to protect the neediest and deserving members of the state. This was done by multiple states in the guise of requiring all welfare participants to submit themselves to individual drug testing prior to their application for welfare. Although there have been some people caught as being positive for substance abuse in the past, this particular welfare reform has not been as successful as its implementing bodies hoped it would be. The failure of the drug testing law in relation to welfare privileges stem from the various complaints filed by different sectors of society against the law. These groups, such as the American Civil Liberties Union (ACLU) claim that the local law revisions are a violati on of basic human rights and must therefore be declared null and void by the state courts. This paper aims to look into the validity of the legality of the claims by the various human rights organizations in an effort to prove the ill effectiveness of this particular law in relation to welfare reform. ... at the time explained that (1999): The Fourth Amendment guarantees that no individual in this country can be subjected to a search by the government unless there is reasonable suspicion that they have committed some crime, Welfare recipients may be poor, but that's not a crime—not yet, anyway. The ACLU believes that by requiring mandatory drug testing for welfare recipients, those wishing to avail of the government aid will have been branded by society in a negative manner before they have even been proven to have committed any offenses. The law simply has too many loop holes, in the opinion of the group, for it to become actually effective in preventing the use of tax payer dollars by drug addicts who happen to be a member of our society. In Michigan, they believed that this law would have been an effective deterrent towards drug abuse even though (1999): ... evidence from a 1996 federal study showing that "the percentage of welfare recipients using, abusing, or dependent on alcohol or drugs [is] relatively small and consistent with the general U.S. population and those not receiving welfare benefits... Due to the existing inconsistencies in the law, its implementation, and questionable effectiveness in deterring welfare recipients from participating in illegal drug activities, the law was eventually halted and has not been implemented since. Let us be clear though that this law has not become as widespread in implementation as the government had first hoped. This is because the 1996 Welfare Reform Act did not make it a mandatory prerequisite to receiving government aid. The ACLU claims that (ACLU, 2008): Before the Michigan policy was halted, only 10% of recipients tested positive for illicit drugs. Only 3% tested positive for hard drugs, such as cocaine and

Overview of the conflicts Essay Example | Topics and Well Written Essays - 500 words

Overview of the conflicts - Essay Example s necessary to have a clear understanding of both of their arguments and the possible solutions they put forward, to recognize the actual reason of the conflict. Chua begins her essay by explaining how Aunt Leona, her father’s twin sister who was murdered by her driver in Philippines and how no action was taken by the Philippines police because her aunt was Chinese. This was nothing shocking for the people as hundreds of Chinese in Philippines were kidnapped every year and brutally murdered by the Ethnic Filipinos. . The minority Chinese dominated the whole of industry and commerce in the country whereas all menial jobs were done by the Filipinos. Chua cites this example to show how the market-dominated minority of Chinese are despised and taken revenge by the majority of Filipinos and how the government supports it. For Chua, the conflict lies in the relationship among three factors- markets, democracy and ethnic hatred. She believes that Americans today are perceived as the world’s market- dominant minority and this has obviously resulted in the September 11 World Trade Center episode. According to her, the global spread of m arkets and democracy is the major reason for group hatred and ethnic violence throughout the Non- Western world. This results in three kinds of violence: a) violence against markets that target the market dominant minorities’ wealth, b) attack against democracy by forces favorable to the market dominant minority, and c) violence directed against the market dominant minority itself .Thus she considers the working of market dominant minority against the wishes of the impoverished majority as the major factor behind the conflict and possible changes in the prevalent system can bring about a difference. Huntington, on the other hand, believes that the fundamental source of conflict is not primarily ideological or economic but cultural. Clashes occur when people divide themselves based on their common cultural identity such as language,

Feminism as Archetype fpr Overcoming Prejudice Essay

Feminism as Archetype fpr Overcoming Prejudice - Essay Example With that said, a close look will be taken in Glaspell’s â€Å"Trifles† to illuminate the portrayal of women within a patriarchal society and define how those women work together to overcome their oppression, even though their choices may not have been the best in regards to actual justice. To begin with, â€Å"Trifles† is about two women, Mrs. Peters and Mrs. Hale and the discoveries they make about a Minnie, a woman wanted for the murder of John Wright, her husband. They find conclusive evidence of her guilt, but are sympathetic to Minnie, whom they both see as the victim in the situation. But what, then, is the purpose of justice if women like Minnie can kill whomever they please without consequence? The truth is that Minnie may or may not have been a victim of her situation. She may have had reason to kill John, but there is no real evidence to suggest that she couldn’t have reasoned with him and gotten out of the relationship. Perhaps John was an extr emely violent man who would never have let her leave and who would have continued to abuse her for the rest of her life until she was finally killed herself. Or maybe, Minnie was seeing things in the relationship that weren’t as bad as she believed and she could have found a different route for resolution. The plot is frustrating in that the men are portrayed as cold hearted investigators who care nothing about Minnie’s potential reasons for the murder, or that she might have done so out of self defense or to save herself from a situation she felt she couldn’t control or escape from. This is maddening for a reader because both sides have clear reasons for viewing the situation as they do, and both sides are ultimately correct in their assumptions. Where the women take the sympathetic route, the men take the analytical route, and both come to the same conclusions about Minnie; it is the execution of her justice, however, where the two sides differ. Because Mrs. P eters and Mrs. Hale believe Minnie to be guilty but are more sure of her guilt due to being a victim of her situation, they find themselves trapped in the moral dilemma of whether or not to help her or to hand her over to the proper authorities. One thing that â€Å"Trifles† achieves is to grant the reader enough information to be taken on the morality trip with Mrs. Peters and Mrs. Hale as well. Evidence for both sides is presented, and though there is a clear bias as to whether or not the men should be trusted because of their callous and over-bearing nature, a reader has to question their own resolve as to what they would do if placed on either side. To take the feminist route and let Minnie go free, or to punish Minnie for murder, despite whatever led her to commit the act. More, to choose to side with the men leaves the clear impression that such a choice is wrong because of the archetypal manner in which the women are defined. The men are almost cruel in their analytica l natures and are described as showing almost zero empathy in their placement of justice. On the opposite side, the women are defined as creatures of pure empathy, sympathetic to the wounded creature of Minnie, willing to help her because she is a human being in pain in need of assistance. It is a jarring sensation, to feel confident in both sides, yet knowing that neither is exactly right. True justice should take both

Exploring Your Ethnicity Essay Example | Topics and Well Written Essays - 3250 words

Exploring Your Ethnicity - Essay Example This is rather sad given this is of postmodernity. Diversity can be sourced from gender, ethnic, culture and race. As such, given these numerous sources of diversity it is appalling to realize that some people have not adapted to the presence of other persons who are somewhat different. Such is the fate of people who do not conform to this status quo. True to this assertion, this paper endeavours to explicate on my ethnic diversity. This is in the sense that I am from Saudi Arabia. As such, I am well placed to expound on this subject of ethnic diversity. In addition, I will expound on my experiences in a foreign country. Ethnic diversity is an intrinsic element of society. As such, it should be placed in high regard. I am an Arab. More specifically, I am a Native Saudi Arabian. I was born in Saudi Arabia same as my whole family. Coming from a nation state that is largely, if not wholly, of Arabian descent, I rarely witnessed cases of diversity. This is because the variation in ethnic ity in Saudi Arabia is all but trivial. Additionally, the immigrants in Saudi Arabia are inconsequential in number. As such, all my life I have never found myself in a situation that offers me the opportunity to interact with various people of diverse origins. In such a circumstance, it is highly probable that the first interaction with an environment that is characterized by diversity and disparity will culminate in unwarranted reactions. However, this does not mean that I reacted harshly when I entered this country. Rather to the contrary, given the academic opportunity availed to me via the educational system existing in this country, I more than appreciate this country. Given this fact, it is sad to realize that the feeling is not reciprocated wholesomely. This translates to mean that, not all people react suspetingly to my presence. However, the select few are worth highlighting. Prior to coming to this country, I sought the input of my relatives. A majority of them were agains t this idea. However, head strong as I am, I ventured to partake in this journey of furthering my academic ambitions. This was made easier by the support of my direct family. On coming here, I began to understand the reservations harbored by my relatives concerning my journey to America. However, irrespective of this, I was not raised to be a passive individual. The fear of discrimination owing to my ethnicity should not impede on my academic ambitions. True to the characteristics of the Arab people, who traversed the globe in search of trading merchandise, I have in an intrinsic need to be oblivious of the element of distance. Given that I do not want to live in America on a permanent basis, this somewhat solidifies my beliefs on the importance of distance. As such, the negative assertions by strangers on the American streets will not deter or dissuade me from achieving the academic goals I have set for myself. Saudi Arabia is ethnically Arab. This ethnicity is the generalization o f people from, the Arab peninsula and their subsequent descendants (Lewis, 1993). Each region in the country has various variations of Arabs, albeit minimal variation. There are African and Asian people also living in Saudi Arabia (Hourani, 1991). However, a significant majority of these are Muslims. Unlike the ethnic variation that is significantly present in the United States, Saudi Arabia is by law, characterized by a purely natural Muslim population. So much

The methods adopted by the construction industry to remedy Health and Literature review

The methods adopted by the construction industry to remedy Health and safety non conformities and to ensure that they to not rec - Literature review Example Some of the very important methods were identified from the revitalisation campaign which was conducted by the HSE to help the construction industry become a more health and safety environment to work within. At the same time such methods identified corresponded with the methods mentioned by the interviewees within my results. Thus illustrating that the identification of a methods to remedy health and safety non conformities was not so difficult and it also shows that professionals within the industry are aware of such compliance issues as methods have been identified and created to ensure that they do not occur in the future. The methods which were identified within the literature review included information as to how the management methods, pertaining to health and safety should be systematically and properly allocated from the top management down. Collins (2007). Behavioural management methods which include adopting more positive safety management rules, such as involve and motiva te individuals do not carry out inspections on the basis to find faults and communicate health and safety effectively. ... Finally Singh, Hinze & Coble (2009) suggest inspections as a method to remedy health and safety non compliances. In comparison the methods which have been mentioned by the interviewees include: behavioural management techniques such as motivation, effective communication, rewards (prizes), name and shame, red card yellow card system, issuing non compliance notes on employees portfolio, management techniques such as to lead by example and not by criticism, law and regulations to follow as an organisation such as the construction site safety handbook GF700, and finally training and education requirements before and during an employee`s journey on a construction site, such as CSCS card scheme, and even regulatory training courses for managers to attend can all help to ensure health and safety non conformities do not reoccur. Overall one can conclude that only two methods identified within the literature review and the interviewees are similar which include the CSCS card scheme and the l ed from the top management down approach. This illustrates that all the methods identified within the interviews are all methods which have developed within industry and are methods which the organisation feels are effective to remedy health and safety non conformities. It is easy to list or even identify all the methods that an organisation uses to remedy health and safety non conformities as illustrated above, the main issue is how effective are these methods in ensuring that a corrective action has been achieved rather than an instant (non corrective) change. Thus justifications from interviewees where given into why they felt that these methods will

Analysis of The Brief Wonderous Life of Oscar Wao Essay - 1

Analysis of The Brief Wonderous Life of Oscar Wao - Essay Example Until he met a lady in Santo Domingo, that alters his destination. To trace back the origin of Oscar, his mother migrated to America to escape from the painful memories of the past. The fuku haunts every family member, which leads to the death of Oscar Wao. This paper aims to analyse the connection of Caribbean history and Dominican identity with the character of Oscar as a nigger. The history of Caribbean is a mixture of different culture that is rooted from the era of colonialism. The first settlers are the native Indians called Taino. Diaz (2007) mentions that Spaniards execute genocide, or the killing of race in the Dominican Republic (p. 212). Taino’s population decreases after the European navigator -- Christopher Columbus, discovered the West Indies when he mistakenly assumed that he reached the west part of Asia. In search for gold, the European occupied the place and abused the naivety of native people. After the reduction of Taino’s population, Spaniards gathered Africans from South Africa to become their slave on the mining industry. The Spaniards shifted to sugar cane plantation due to the obliteration of the gold’s supply. Moreover, the women suffered from sexual assault that results to mestizo children. The culture of Dominican changed after the Spaniards surrendered them to France, which occupied Haiti, but Spain recovered i ts sovereignty to Dominicans in 1861. Fortunately, the Dominican gained its freedom from the Spaniard but later occupied by the United States (Shifflette, 2010, pp. 4-7). Diaz’s novel highlights the reign of Trujillo in the Dominican Republic. Trujillo uses the military forces to coerce the Dominicans to vote him. He became the President that marked the Trujillo era. Although the root of Trujillo came from the Black African, his mindset is similar with the United States and Spain. He ordered for the elimination of black people to whiten the Dominican Republic.
